PRIMARY FUNCTION:
The Gas Scheduler provides transactional analysis and scheduling, working with the Sr. Manager, Gas Supply and Trading to optimize and accurately provide activities on pipelines in support of the organization.  Understands the basic movement of natural gas, knowledge of electronic bulletin boards, and internal tracking systems, and is capable of tracking transactions from inception to month end. 

REPORTING RELATIONSHIP:    Sr. Manager, Gas Supply

ESSENTIAL JOB FUNCTIONS:

  • Works closely with Sr. Manager, Gas Supply to ensure all pipeline scheduling is performed in a timely and accurate manner.
  • Communicates with our suppliers and markets to ensure that contractual nomination data is coordinated properly and resolves all discrepancies in a timely fashion.
  • Schedules gas on inter/intrastate pipeline EBB systems.
  • Solid understanding of all company transportation and storage contracts and rights.
  • Works with suppliers, purchasers, pipelines and point operators to monitor and minimize imbalances.  When imbalances occur, works within pipeline and LDC guidelines to reduce, eliminate, or trade those imbalances in the manor most advantageous to the company.
  • Performs end of month closing tasks including actualization of pipes/trades in Endur. Interacts closely with internal accounting and third parties to help resolve any discrepancies that arise in monthly settlement.
  • Monitor pipeline bulletin boards (EBBs) for both critical and non-critical notices and relays these to the team.
  • Provide backup to trader as necessary.
  • Participate in weekend and evening on-call coverage as needed.

EXPERIENCE:

  • 3-4 years of experience or an equivalent combination of education and experience required.

EDUCATION:

  • Bachelor’s degree in Finance, Accounting, or Mathematics preferred.

KNOWLEDGE:

  • Scheduling experience on a variety of EBB’s.  TIGT, NGPL, NNG preferred.
  • Microsoft Office products (especially Excel).

REPORTING RELATIONSHIP:  Vice President – Gas Engineering 

ESSENTIAL JOB FUNCTIONS:

  • Provide leadership and strategic direction for a team of 20 – 30 professionals in meter technology (AMR/AMI), transmission measurement and gas meter/regulation shop.
  • Develop, coordinate and implement Company Gas Measurement policies, standards, and procedures for over one million customers across 6 states and multiple supply sources.
  • Provide expert testimony related to Gas Measurement programs in State and Federal regulatory proceedings.
  • Develop and administer comprehensive Gas Measurement programs to ensure accurate and timely gas measurement throughout the transmission (~4,500 miles) and distribution (~28,000 miles) systems, including wellhead, storage, compressor stations and residential distribution system that includes over 1 million meters.
  • Develop and administer a comprehensive gas quality and sampling program to ensure accurate reporting of gas quality throughout the system. 
  • Apply knowledge and expertise of appropriate Local, Federal and State governing regulations and tariffs across six states to ensure all Measurement programs are in compliance.
  • Manage relationships with third party gas suppliers to ensure quick resolution for all measurement issues.  
  • Administer comprehensive programs to ensure all gas measurement activities are in full compliance with internal SOX controls.
  • Work closely with internal Company resources in Legal, Regulatory and Gas Supply to ensure measurement programs are working in accordance with the company goals and vision.  Participate in the early stages of Tariff re-writes and new business structures in order to ensure that Measurement is able to support the directives.  Participate in all Interconnect Agreement reviews to ensure that Black Hills measurement interests are fully protected and represented.
  • Develop, track and control annual budgets for Measurement activities.
  • Monitor, research and remain abreast of industry developments associated with applicable rules, regulations, standards and related trends that are relevant to the Company’s Measurement obligations and make necessary modifications to policies and procedures.

Provides strategic direction and centralized oversight of the Company’s natural gas integrity management programs intended to reduce risk across the Natural Gas Utilities’ storage, transmission and distribution system.  This includes six natural gas storage fields, about 4,500 miles of transmission pipelines, approximately 28,000 miles of distribution pipelines and over one million services across six states.  Specific functional responsibilities include the Transmission Integrity Management Program (TIMP), Distribution Integrity Management Program (DIMP), Storage Integrity Management Program (SIMP), as well as technical oversight of all cathodic protection programs.

REPORTING RELATIONSHIP:   Vice President – Gas Engineering

ESSENTIAL JOB FUNCTIONS:

  • Provide leadership and strategic direction for a team of 15 – 25 engineering and technical professionals as well as necessary outside expert consultants.
  • Report status and provide recommendations to improve pipeline and system integrity management programs to the Company’s Senior Leadership.
  • Develop and coordinate strategic execution of consistent Pipeline and System Integrity Plans across all six Natural Gas Utility States.
  • Develop risk prioritized investment plan to mitigate threats and reduce risks on the Company’s gas assets across all jurisdictions.
  • Provide expert testimony related to pipeline and system integrity programs in State and Federal regulatory proceedings.
  • Lead new technology research and development to improve Pipeline and System Integrity programs.

ESSENTIAL JOB FUNCTIONS:

  • Read gas meters using automated meter reading technology, complete required maintenance on gas meters and automated meter reading equipment and any other company equipment in a competent, timely and safe manner to ensure customer satisfaction and accurate billing.
  • Perform other utility tasks as assigned, including but not limited to, meter exchanges, meter set installs and rebuilds, meter turn ons, meter turn-offs, and lighting appliances and chart changing to ensure efficient operation of the work group.
  • Participate with supervisor to identify training needs and implement appropriate training programs.
  • Train and direct meter utility technicians in the classroom and in the field as necessary to enable employees to perform all required tasks of the position in a safe and competent manner.
  • Read vendor equipment documentation, attend job related seminars, training on new equipment and technology applications, and maintain and apply technical knowledge. 
  • Ensure record keeping associated with meter reading, utility work and vehicle maintenance is completed by the work group accurately and submitted timely for proper documentation.
  • Investigates and assists in resolving complex meter reading and billing customer concerns.

  • Carrying – Occasionally 35+ lbs. a distance of 50 ft. up to 100ft.; Occasionally side lifting of  30+ lbs. for 2 ft.; Rarely 35+ lbs. for 50 feet.
  • Lifting tools, equipment floor to waist, overhead, and waist to shoulder.
  • Prolonged loaded and unloaded forward flexion, extension, lateral flexion and rotation of the neck and spine are required.
  • Reaching – Rarely above shoulder.
  • Ability to navigate on uneven and slippery surfaces, for up to 440 yards.
  • Must be adaptable to extreme temperatures outside.
  • Ability to manipulate and grasp hand tools while in a repetitive motion.
  • Ability to operate equipment.
