Job Description:

PAY RANGE:     $23 – $35 per hour (DOQ)

CLOSING DATE:   This position will close on September 1, 2015.

LOCATION:    Cheyenne, WY

PRIMARY FUNCTION:

Provide expert GIS and CAD support throughout the company. GIS support includes maintenance of the GIS database, conversion of GIS data for use with other computer programs, facility modeling for Outage Management System (OMS) real-time prediction, and organization and management of work flows affecting the GIS database. CAD support includes drafting for electrical, gas, mechanical, and occasional civil engineering projects, map production, and engineering standards maintenance. Provide training and support to other employees utilizing GIS, CAD, GPS and other mapping technologies.

REPORTING RELATIONSHIP:     Supervisor, Construction Services

ESSENTIAL JOB FUNCTIONS:

  • Maintain the Smallworld GIS. Requires management of the “Work Order” process initiated by Construction Services Representatives (CSRs) to insure that installed facilities are properly mapped and modeled in the Smallworld GIS (QA/QC).
  • Model electric/gas facilities for real-time OMS prediction. It is critical that the GIS/CAD technician understands electric / gas distribution systems and has the ability to create accurate digital representations of the real-world facilities. This includes management of facility connectivity in the GIS.
  • Assign unique identification numbers to electric / gas facilities. It is essential that unique identifiers are assigned to facilities when installed to insure the safety of field crews.
  • Produce maps as required for tree-trimming, facility maintenance, facility renumbering, gas leak surveys, etc.
  • Collect GPS coordinates for facility as-built and map accuracy maintenance.
  • Effectively communicate with staff at all levels regarding mapping products.
  • Check accuracy of mapping system via field verification.
  • Diagnose software/hardware compatibility issues related to mapping products.
  • Produce CAD drawings in both vector and raster format as required by the engineering staff for construction of power supply and power distribution facilities.
  • Organize CAD and mapping information so that it is easily retrievable by engineering and other staff in crisis situations.
  • Analyze, prepare and file annual pipeline mileage reports and Integrity Management reports for the Pipeline and Hazardous Materials Safety Administration (PHMSA) for on line entry.
  • Prepare and file annual pipeline mileage reports for State Pipeline Safety Commissions using electronic data entry and hard copy reports.
  • Analyze, prepare and file updates to the National Pipeline Mapping System (NPMS).
  • Analyze, prepare shape file for Public Awareness mailings.
  • Populate field attributes for system piping and Components.
  • Prepare specialty maps as required.
  • Enters land base into Smallworld GIS.

ADDITIONAL RESPONSIBILITIES:

  • Effectively communicate with staff at all levels regarding GIS/CAD and other mapping products.
  • Provide training in the areas of GIS, CAD and GPS data collection.
  • Occasionally required to conduct topographic and other field surveys.
  • Check accuracy of mapping system via field verification.
  • Maintain CAD and GPS software installation on department PCs.
  • Diagnose software/hardware compatibility issues related to mapping products.

  • Maintain supportive and respectful working relationships within the GIS department/ Engineering and with all Black Hills Corporation employees.
  • Maintain professional relationships with vendors and contractors.
  • Maintain supportive and respectful working relationships with engineers, dispatchers, linemen, servicemen, Construction Service Representatives, Customer Information System technicians and Tax Department.

EXPERIENCE:

  • 5 years relevant experience required.
  • 2-5 years of experience using AutoCAD for electrical design projects required.
  • 2-5 years of experience updating and maintaining a GIS required.
  • 2-5 years of experience using hand-held or survey grade GPS required.

EDUCATION:

  • Bachelor’s Degree in geography or geographic information systems, CAD or computer science preferred, or equivalent combination of education and experience.

KNOWLEDGE:

  • Proficient knowledge of GIS systems and principles.
  • Proficient knowledge of relational database management (RDBMS) concepts.
  • Proficient knowledge of Electric and Gas distribution systems.

SKILLS/ABILITY/OTHER CHARACTERISTICS:

  • Ability to work independently as well as in a team environment.
  • Excellent customer service and interpersonal skills.
  • Exceptional verbal and written communication skills; ability to prepare and give presentations and trainings.
  • Strong organizational and time management skills.
  • Ability to prioritize and complete multiple tasks in a timely manner with minimal supervision.
  • Proficiency in computer applications including Word, Excel, Power Point, Outlook and various specialized software.
  • Ability to think and act independently and develop creative, analytical solutions to resolve complex problems.
  • Working knowledge of OSHA regulations preferred.
  • Requirement to be able to use proper PPE as required by various job locations/sites.
SPECIAL REQUIREMENTS:
  • Must live within 30 minutes and 30 miles of the Cheyenne Light service center.

PHYSICAL REQUIREMENTS:

You must be able to perform the requirements of this position, with or without a reasonable accommodation.

  • Ability to climb stairs, walk and work in a variety of field conditions and carry/lift 50 pounds.
  • Ability to work in a variety of weather conditions.
  • Ability to enter data into computer system for long periods of time.
